5.3 Program Evaluation
Candidates design and implement program evaluations to determine the overall effectiveness of professional learning on deepening teacher content knowledge, improving teacher pedagogical skills and/or increasing student learning. (PSC 5.3/ISTE 4c)

Reflection:
The artifact that I selected to represent this standard was the GAPSS Review/Current Reality. This assignment required me to examine 17 Professional Learning Standards and determine how they are addressed at my school. The artifact demonstrates my ability to design and implement a program evaluation to determine if the professional learning deepens teacher content knowledge, improves teacher pedagogical skills or increases student learning.
The GAPSS Review is form of evaluation for the professional learning occurring at my school. This evaluation used a state provided rubric, and I was able to rank my school’s level of proficiency on a number of items. This review includes evidence to document my claims in the evaluations and also recommendations for each standard which need to improve to reach proficiency or Fully Operational. This was a thorough analysis of my school’s entire Professional Learning program. Upon examination, I came to the conclusion that my school could be considered Operational or Fully Operational on 12 of the 17 standards. One area which was not at the operational level was professional development.
The artifact demonstrates my ability to design and implement a program evaluation to determine if the professional learning deepens teacher content knowledge, improves teacher pedagogical skills or increases student learning. It is through an interview with our principal, observations and surveys. Observations indicated that professional learning was taking place throughout the building in many forms as identified in the evaluation and generally viewed as effective. However, the professional development is not meeting the needs and the goals of the school and need to improve. After professional development has been offered, teachers are generally not supported as they continue to try to implement strategies. There is a need for follow up or coaching as part of the professional development process.
To improve the quality of the artifact I would do a few things differently. I would include surveys given to teachers and others in the leadership team as another type of input to inform the evaluation. Anonymous surveys would likely provide additional valuable insights as to the effectiveness of the program.
This artifact will impact faculty development by highlighting the areas in which our school needs to grow in the area of professional development. The impact of this can be accessed through changes and development in our school strategic plan. Our plan calls for staff development and training on project based learning and technology integration, and this review will help us create opportunities that are aligned with our school goals and allow for coaching and follow-up. This assessment will be helpful for reference in the future to reflect on progress. This will be the best method to determine the impact that could be made through the utilization of this tool.
