Standard 1.3 Policies, Procedures, Programs & Funding
Candidates research, recommend, and implement policies, procedures, programs and funding strategies to support implementation of the shared vision represented in the school, district, state, and federal technology plans and guidelines. Funding strategies may include the development, submission, and evaluation of formal grant proposals. (PSC 1.3/ISTE 1c)

Technology Evaluation and Action Plan
Reflection:
The artifact that I selected to represent this standard was the Technology Evaluation and Action Plan I produced for ITEC 7410- Technology Leadership & Vision in Schools. This assignment required me to first complete a SWOT analysis of my current school setting. Based upon the results of this analysis, in conjunction with my school’s technology plan. The purpose of these activities was to determine the current reality of our school and the need for new program, policies and funding to support implementation of the shared vision in our the school, district, state, and federal technology plans and guidelines
Through the development and research in creating the SWOT (Current Reality) Analysis at my school I was determine and recommend changes in policies , procedure in the development of an Action Plan. As our school district in the process of implementing 1:1 instruction and providing our student devices, our school has to determine our Readiness Indicator for implementation of this program. It is through the use of the SWOT Analysis, school leadership can make projects and decisions on this readiness. As my school district and school have become a charter school district we are now allowed some flexibility in how our school operates. At the same time, our district is moving further and further along in full technology integration into instruction and student learning. I focused on areas in which our school is building a strategic vison and part of our RFF(Request or Flexibility) which focus on increasing rigor in instruction and learning and ways to enhance instruction with the support of technology tools and processes.
The shared vision represented in the Standards includes ongoing funding to support technology infrastructure, personnel, digital resources, and staff development. The development of this Action Plan explains and provides the outline for recommendation, implementation timelines and process and funding to support this shared vision. Along with our school’s RFF to allow time for professional development, our school must secure funding for this professional development. As part of our charter system, school may request Seed funds to funds programs outside of normal school budgeting. As goal of our school’s Action Plan is to increase rigor in instruction through the use of Project Based Learning (PBL). To support implementation of PBL strategies in our school, professional development must take place prior to the 2015-2016 school year and throughout the school year. The RFF request three early release days to allow the ongoing professional development during the school year. The request for Seed funds to fund the cost of the professional development including cost of training and additional teacher work days during the summer. The outline of the funding for each of the goals including the Seed fund request are included in the Action Plan. These fund request must be formally development and submitted and then evaluated by the school district.
As for what I learned from completing these learning experiences, I would say I learned that I hope to become a technology leader and coach in my school and district. Policies, procedures, programs, and funding strategies generally are made at the administration level. However, with our new charter system, many of these decision fall under the guidance of the stakeholders (School Governance Council). I have learned the importance of research and obtaining stakeholders’ feedback when implementing new polices, processes and programs and ensuring that they meet the shared vision.
The work that went into creating these artifacts should impact school improvement, faculty development, and student learning directly, due to the implementation of new programs which directly are linked of the shared vision of the school and district. Faculty development will be impact through the implementation of several professional development sessions and programs. The impact of faculty development can be assessed through observations, and lesson plans and through student achievement. Student learning will be impact through the development of instructions which focus on increasing rigor, the use of PBL and personalized instruction. The impact on student learning can directly be assessed though student assessment scores and student engagement in the classroom. Through the research, recommend and development of these artifact changes in school policies, procedures, programs and funding will implemented which represent the shared vision. How this impact on school improvement will be assess will be the follow through of the Action Plan, and approval of the Seed funds from the district.
